Yeah, when I read that I was like, no, I thought that WAS an acronym. Interestingly enough, even on ARM's website, it looks like they are just using POP terminology and have dropped the "Processor Optimization Package" terminology.
Not for low cost asian market, where this is targetted. 28NM will be used for a LONG time as it is still very economical, and for many things is provides more than enough performance capability.
